Ban Ki-moon, Message on the 10th anniversary of United Nations Security Council resolution 1540 against the proliferation of weapons of mass destruction to non-State actors
25 Apr 2014 -  On 28 April 2004, the UN Security Council unanimously adopted resolution 1540 requiring all Governments to prevent non-State actors or terrorists from acquiring, proliferating and using nuclear, chemical and biological weapons.
Since then, UN Member States have enacted a large number of relevant laws and deployed a wide range of appropriate measures to implement key requirements of the resolution.
In this video-message, the Secretary-General underlines the importance of this Security Council resolution which has become a key component of the global security architecture.
