In its resolution 2309 (2016), the Council identified a number of steps to be taken by Member States to strengthen their implementation of the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO). The Council has also expressed particular concern that terrorist groups may be actively seeking ways to defeat or circumvent international civil-aviation security measures and to identify and exploit perceived gaps or weaknesses, and has stressed the need for States to introduce appropriate countermeasures. The objective of the special meeting is to enable the Committee to engage with Member States and relevant international and regional organizations on the terrorist threat to international civil aviation, as well as to identify ways to strengthen and promote the implementation of international aviation - security standards and international cooperation in that regard.
