The agenda was adopted without objection.
The President invited the representatives of Argentina, Bahrain, Brazil, Canada, Colombia, Costa Rica, Cuba, Egypt, Estonia, Guatemala, India, the Islamic Republic of Iran, Ireland, Italy, Japan, Liechtenstein, Mexico, Morocco, New Zealand, Norway, Portugal, Romania, Singapore, Slovenia, Sweden, Switzerland, Turkey and Ukraine to participate in the meeting in accordance with rule 37 of the Council’s provisional rules of procedure.
The President invited the following briefers to participate in the meeting in accordance with rule 39 of the Council’s provisional rules of procedure: Ms. Karin Landgren, Executive Director of Security Council Report; and Mr. James Cockayne, Director of the Centre for Policy Research at the United Nations University.
The Council began its consideration of the item and heard briefings by Ms. Landgren and Mr. Cockayne.
Statements were made by the representatives of South Africa (speaking on behalf of the current ten elected members of the Security Council, namely Belgium, Côte d’Ivoire, the Dominican Republic, Equatorial Guinea, Germany, Indonesia, Kuwait, Peru, Poland and South Africa), the United States, France, the United Kingdom, the Russian Federation, China, and by the President, speaking in his capacity as the representative of Kuwait.
The Council heard statements by His Excellency Teodor Meleşcanu, Minister for Foreign Affairs of Romania and by His Excellency Paul Teesalu, Deputy Minister for Foreign Affairs of Estonia.
The Council heard statements by the representatives of Turkey, New Zealand (speaking on behalf of twenty former Council members from all regional groups between 2011-2018: Argentina, Australia, Azerbaijan, Chad, Chile, Egypt, Guatemala, Italy, Jordan, Kazakhstan, Lithuania, Malaysia, the Netherlands, New Zealand, Portugal, Spain, Senegal, Sweden, Ukraine and Uruguay), Switzerland (speaking on behalf of the Accountability, Coherence and Transparency group (ACT)), Singapore, Japan, Ireland, Canada, Italy, Slovenia, Mexico, Portugal, Norway (speaking on behalf of the Nordic countries: Denmark, Finland, Iceland, Norway and Sweden), Morocco, Argentina, India, Brazil, Sweden (speaking on behalf of the Group of Like-minded States on Targeted Sanctions: Austria, Belgium, Chile, Costa Rica, Denmark, Finland, Germany, Liechtenstein, the Netherlands, Norway, Sweden and Switzerland), Liechtenstein, Costa Rica, the Islamic Republic of Iran, Cuba, Guatemala, Egypt, Ukraine, Colombia and Bahrain.
