The situation in the Middle East - Security Council Meeting, 8423rd meeting
13 Dec 2018 -  Report of the Secretary-General on the implementation of Security Council resolutions 2139 (2014), 2165 (2014), 2191 (2014), 2258 (2015), 2332 (2016), 2393 (2017) and 2401 (2018) (S/2018/1104)
The agenda was adopted without objection.
The President invited the representative of the Syrian Arab Republic to participate in the meeting in accordance with rule 37 of the Council’s provisional rules of procedure.
The President invited Mr. Mark Lowcock, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, to participate in the meeting in accordance with rule 39 of the Council’s provisional rules of procedure.
The President drew attention to the text of a draft resolution contained in document S/2018/1110, submitted by Kuwait and Sweden.
Before the vote, a statement was made by the representative of Kuwait.
The Council proceeded to vote on the draft resolution (S/2018/1110) before it.
Decision: The draft resolution (S/2018/1110) received 13 votes in favour, none against and two abstentions (China and the Russian Federation) and was adopted as resolution 2449 (2018).
The Council heard a briefing by Mr. Lowcock.
Statements were made by the representatives of Sweden, Kuwait, His Excellency Stef Blok, Minister for Foreign Affairs of the Kingdom of the Netherlands, France, the United States, the United Kingdom, Poland, the Russian Federation, Ethiopia, the Plurinational State of Bolivia, Equatorial Guinea, China, Kazakhstan, Peru, and by the President, speaking in his capacity as the representative of Côte d’Ivoire.
The Council heard a statement by the representative of the Syrian Arab Republic.
