--- The United Nations Office of Counter-Terrorism (UNOCT), in partnership with the United Nations Alliance of Civilizations (UNAOC), the United Nations Interregional Crime and Justice Research Institute (UNICRI) and INTERPOL, and in cooperation with the Counter-Terrorism Committee Executive Directorate (CTED), is launching a “United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets”.

The targeting of places of worship of all confessions by terrorist and violent extremist groups has increased globally. In September 2019, UN Secretary-General Guterres presented the United Nations Plan of Action on Safeguarding Religious Sites which provides recommendations to support all relevant stakeholders in their efforts to ensure that religious sites are safe, that worshippers can observe their rituals in peace, and that the values of compassion and tolerance are fostered globally.

Areas to be discussed:

▪ Legal and policy frameworks
▪ Operational frameworks: risk analysis, early warning, multi-layered security
▪ Prevention, preparedness and response
▪ Public-private partnerships
▪ Crisis communications and resilience
