It presents the most recent global analysis based on an unprecedented amount of data, legislation and policies from all countries to understand the socio-economic circumstances of persons with disabilities worldwide, the progress made so far and the challenges and barriers they still face in their daily lives, including the exacerbated impacts due to the COVID-19 pandemic. This analysis shows that, since the adoption of the 2030 Agenda, there has been much progress, but if the observed trends since 2015 continue, the world will not achieve the SDGs for persons with disabilities by 2030. Progress needs to be accelerated. The report builds on the 2030 Agenda, together with the Convention on the Rights of Persons with Disabilities, to offer a road map towards a more inclusive and sustainable world. It was requested by the UN General Assembly, produced by UN DESA and is the outcome of a collective effort, involving United Nations entities and a wide range of other contributors, such as country experts and civil society, including organizations of persons with disabilities.

In support of this report, UN DESA will hold a Global Policy Dialogue on 17 December 2024 with stakeholders involved in developing the report as well as voices that elevate the issues of persons with disabilities in the context of sustainable development.

This dialogue is made possible by the UN Peace and Development Trust Fund.
