Item 1 : Opening of the session
1. The third part of the fifth session of the intergovernmental negotiating committee to develop an international legally binding instrument on plastic pollution, including in the marine environment, is held in Geneva and opened by the Vice-Chair of the committee, Johanna Lissinger Peitz (Sweden), at 10 a.m. on Saturday, 7 February 2026.
Item 2 : Election of officers
2. At its third session, the committee elected Luis Vayas Valdivieso (Ecuador) to serve as its Chair. Following the resignation of Mr. Vayas Valdivieso on 31 October 2025, it is expected that the committee will elect a new chair, as well as vice-chairs to fill any vacant positions, taking into account the need to ensure equitable regional representation consistent with the draft rules of procedure being provisionally applied to the work of the committee as set out in document UNEP/PP/INC.5/3. It is expected that, once a new chair is elected, they will preside over the third part of the fifth session.

Item 5 : Other matters
11. Given the agreed nature of the meeting, which is for the purpose of electing officers and dealing with any related administrative matters, it is not expected that any matters will be raised under this agenda item.
Item 6 : Adoption of the report of the session
12. Given the one-day duration of the third part of the fifth session, it would not be possible to make a draft report available for consideration by the committee during this part of the session. The committee may therefore wish to entrust the preparation of the draft report to the Rapporteur, for consideration and adoption by the Committee when it next convenes.
Item 7 : Closure of the session
13. It is expected that the committee will conclude its work on Saturday, 7 February 2026.
