United Nations Security Council Resolution 1540 (UNSCR 1540) was adopted on April 28, 2004, under Chapter VII of the United Nations Charter, making it legally binding on all UN Member States. It aims to prevent non-state actors from developing, acquiring, manufacturing, possessing, transporting, transferring, or using nuclear, chemical, or biological weapons and their means of delivery, in for terrorist purposes.

To demonstrate how regional organizations can contribute to strengthen the implementation of the UNSCR 1540 (2004), the Secretariat of the Interamerican Committee against Terrorism (CICTE) of the Organization of American States (OAS), which hosts the hemispheric coordination of the resolution, will organize an event to showcase its past and current efforts in Latin America to support regional states in implementing the resolution. The event will highlight the dedication of Latin American States in this commitment, acknowledge the support from donors such as the European Union and the United States Department of State, and demonstrate the pivotal role of OAS/CICTE in assisting its Member States.
Objectives:
- Discuss different avenues explored by OAS/CICTE to support its Member States to strengthen the implementation of UNSCR 1540 (2004).
- Analyze the results of the peer review exercises and bilateral cooperation meetings recently conducted in Latin America.
- Highlight the role of OAS/CICTE in strengthening export controls in the region.
- Share effective practices in terms of capacity building regarding the implementation of biosecurity measures.
